The Senior Manager – Human Resources is responsible for leading and managing the Human Resources function , ensuring alignment with the organization's strategic objectives while delivering best-in-class HR services. The role provides strategic and operational leadership across talent acquisition, organizational development, learning and development, performance management, compensation and benefits, payroll, employee relations, Omanisation, and HR operations.

As a trusted advisor to the Executive Leadership Team, the Senior Manager – Human Resources will drive a high-performance culture, strengthen employee engagement, ensure compliance with Omani Labour Law, and develop people strategies that support sustainable business growth and operational excellence.

Strategic HR Leadership

  • Act as a strategic business partner to the Executive Leadership Team, providing proactive HR guidance that supports business objectives and organizational growth.
  • Develop and implement HR strategies, policies, and initiatives aligned with the client business plans and people strategy.
  • Lead workforce planning initiatives to ensure optimal organizational structure, manpower utilization, and future capability requirements.
  • Drive organizational development and change management initiatives that improve effectiveness and business performance.
  • Promote a culture of accountability, collaboration, innovation, and continuous improvement.

Talent Acquisition & Workforce Planning

  • Oversee end-to-end recruitment activities, ensuring timely hiring of high-calibre talent within approved manpower plans and budgets.
  • Develop talent acquisition strategies that strengthen employer branding and attract diverse, qualified candidates.
  • Lead succession planning and talent pipeline initiatives for critical positions.
  • Ensure recruitment activities support Omanisation objectives and long-term workforce sustainability.

Learning, Leadership Development & Performance Management

  • Develop and implement learning and development strategies that enhance technical, leadership, and behavioural competencies.
  • Oversee the performance management framework, ensuring consistent goal setting, performance reviews, coaching, and development planning.
  • Coach leaders on performance management, employee development, succession planning, and talent reviews.
  • Identify high-potential employees and implement leadership development and career progression initiatives.:
  • Foster a culture of continuous learning, coaching, and high performance.

Compensation, Benefits & Payroll

  • Lead the organization's compensation and benefits strategy, ensuring internal equity and external competitiveness.
  • Oversee payroll operations to ensure accurate, timely, and compliant salary processing.
  • Manage annual salary reviews, promotions, incentive programs, and benefits administration.
  • Conduct salary benchmarking and recommend competitive compensation structures.
  • Ensure compliance with statutory requirements, social protection regulations, and company policies relating to payroll and employee benefits.

Employee Relations & Compliance

  • Provide expert HR advice to managers on employee relations, disciplinary matters, investigations, grievances, and conflict resolution.
  • Ensure fair and consistent application of HR policies and procedures.
  • Maintain full compliance with Omani Labour Law and all employment-related regulations.
  • Develop and implement HR policies that reflect legal requirements and business needs.
  • Build and maintain positive employee relations and an inclusive workplace culture.

Omanisation & Government Relations

  • Develop and monitor Omanisation strategies to achieve and exceed government targets.
  • Partner with relevant authorities on employment regulations, labour compliance, and workforce initiatives.
  • Monitor workforce nationalization metrics and recommend proactive improvement plans.
  • Support audits and reporting requirements related to employment and regulatory compliance.

Employee Engagement & Organizational Culture

  • Lead employee engagement initiatives that enhance the employee experience and strengthen organizational culture.
  • Develop recognition, wellness, communication, and engagement programs.
  • Promote diversity, inclusion, collaboration, and employee well-being.
  • Support corporate social responsibility and community engagement initiatives.

HR Operations & Analytics

  • Ensure efficient HR operations and continuous improvement of HR processes.
  • Oversee HRIS administration and maintain accurate employee records.
  • Develop HR dashboards and provide meaningful workforce analytics to support strategic decision-making.
  • Monitor key HR metrics, including turnover, recruitment, absenteeism, payroll, engagement, training effectiveness, and performance outcomes.
  • Lead HR projects and digital transformation initiatives that improve operational efficiency.

Budget & Financial Management

  • Prepare and manage the Human Resources departmental budget.
  • Monitor HR operating costs while ensuring effective service delivery.
  • Evaluate HR investments and initiatives to maximize return on investment and business value.

Health, Safety & Sustainability

  • Promote compliance with health, safety, and environmental policies.
  • Support sustainability initiatives and responsible business practices across the destination.
  • Foster a safe, healthy, and respectful workplace for all employees.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Master's degree in Human Resources, Business Administration, or Organizational Development is preferred.
  • Professional HR certification (CIPD Level 7, SHRM-SCP, SPHR, or equivalent) is highly desirable.
  • Minimum of 10–12 years of progressive Human Resources experience, including at least 5 years in a senior leadership role.
  • Experience in hospitality, tourism, real estate, mixed-use developments, or destination management is preferred.
  • Strong knowledge of Omani Labour Law, Omanisation, compensation and benefits, payroll, organizational development, and HR best practices.
  • Experience with HRIS and payroll systems such as SAP, Oracle, Workday, or similar platforms.
