About the role
Project Management and Delivery Manage assigned projects and design packages from initiation through planning, design development, approvals, tender support and project close-out. Establish a clear understanding of the Client's objectives, project scope, contractual requirements and expected deliverables. Develop and maintain the Project Execution Plan in coordination with relevant technical and project-control teams.
Establish project scope, deliverables, milestones, responsibilities, interfaces and communication protocols. Coordinate multidisciplinary engineering teams including architecture, civil, structural, infrastructure, electrical, mechanical, telecom, utilities and other specialist disciplines. Ensure project activities are delivered in accordance with the approved programme, budget, scope and required quality standards.
Monitor project progress against the agreed baseline programme and initiate corrective actions where deviations occur. Coordinate resource requirements with discipline leads and Design Unit management. Ensure deliverable schedules and document registers are established, maintained and regularly updated. Organize and chair internal project coordination and progress meetings. Support design managers and technical leads in resolving multidisciplinary design and interface issues.
Facilitate timely technical decisions and escalation of matters requiring senior-management intervention. 2. Project Controls Coordinate with Project Controls personnel in establishing and monitoring project schedules, budgets, forecasts and performance indicators. Monitor progress against planned man-hours, milestones and deliverables. Identify potential schedule or cost deviations and coordinate mitigation measures.
Maintain project action trackers, decision registers, risk registers, issue registers and change registers. Support Earned Value Management and other performance-monitoring processes where applicable. Support preparation of weekly and monthly project reports. Provide clear commentary regarding project status, achievements, constraints, risks and required management actions. Support forecasting of resources and workload for the project. 3.
Stakeholder Management Develop and implement the Project Stakeholder Management Plan. Identify all internal and external project stakeholders and establish a comprehensive Stakeholder Register. Analyze stakeholder influence, responsibilities, expectations, approval requirements and project impacts. Develop stakeholder engagement and communication strategies appropriate to each stakeholder.
Establish effective working relationships with Clients, developers, authorities, utility providers, consultants, contractors and other project participants. Coordinate stakeholder meetings, technical workshops, design reviews and interface meetings. Ensure stakeholder comments and requirements are formally recorded, assigned, tracked and closed. Maintain a Stakeholder Action Tracker and ensure timely resolution of outstanding actions.
Identify potential stakeholder-related risks before they impact project programme or approvals. Escalate unresolved stakeholder issues through the appropriate project governance structure. 4.
Saudi Authorities and Utility Coordination The candidate shall have good practical awareness of the requirements and working procedures of major Saudi stakeholders and authorities, including, as applicable: Saudi Electricity Company – SEC National Water Company – NWC Communications, Space & Technology Commission – CST Saudi Telecom Company – STC Royal Commission for Jubail and Yanbu – RCJY Other governmental and utility stakeholders are relevant to individual projects.
Responsibilities shall include
Determine required authority approvals, permits, NOCs and technical submissions. Prepare an Authority Approval Matrix identifying required approvals, responsibilities and target dates. Coordinate preparation and submission of technical packages to authorities. Monitor submissions and approvals against the project programme. Coordinate responses to authority comments with relevant engineering disciplines. Arrange technical meetings with authorities when necessary to resolve comments.
Maintain complete records of submissions, correspondence, approvals and NOCs. Identify authority-related dependencies that may affect design or construction. Ensure authority requirements are incorporated into the design before final submission. 5. Client Management Act as a principal day-to-day point of contact for the Client for assigned projects. Establish professional and trusted working relationships with Client representatives.
Understand Client priorities and translate these into clear actions for the project team. Manage Client expectations regarding scope, programme, deliverables and approvals. Prepare and deliver project presentations and progress updates. Coordinate Client design reviews and technical workshops. Ensure Client comments are formally captured and incorpo
