Job Description Overview We are seeking an experienced and highly capable Program Manager to lead complex, multi-stakeholder programs on behalf of the client. The successful candidate will operate as a true client-side leader, driving delivery, integration, governance, and decision-making across multiple workstreams rather than acting as a traditional secondee.
The role requires an individual who can independently lead and coordinate complex initiatives, manage interfaces across numerous stakeholders, anticipate risks, resolve issues proactively, and ensure successful program outcomes. Your role Program Leadership & Integration · Lead the overall planning, coordination, and delivery of strategic programs and projects. · Act as the central integration point across multiple workstreams.
· Establish and maintain program governance, reporting structures, decision-making processes, and escalation mechanisms. · Drive alignment between strategic objectives, delivery plans, budgets, resources, and stakeholder expectations. · Ensure dependencies, interfaces, risks, and opportunities are proactively identified and managed. Project & Interface Management · Manage complex interfaces across multiple projects and disciplines.
· Coordinate cross-functional teams and ensure effective collaboration between stakeholder groups. · Monitor program performance, schedule, risks, issues, and delivery milestones. · Lead problem-solving and decision-making across organizational boundaries. Client Representation · Operate as a client-side representative, providing leadership, challenge, and direction to RCU stakeholders and delivery teams. · Prepare executive-level briefings, recommendations, reports, and presentations.
· Support leadership in strategic decision-making and prioritization. People Transition & Operational Integration · Lead organizational and operational transition initiatives, including workforce mobilization and relocation programs. · Coordinate staff transfers and integration activities across locations.
· Oversee related program workstreams such as: o Staff well-being and employee experience o Accommodation and housing arrangements o Transportation and mobility planning o Aviation and travel coordination o Education and schooling support o Healthcare access and services o Stakeholder engagement and communications · Ensure a coordinated and seamless transition experience for affected personnel.
Stakeholder Management · Build and maintain effective relationships with client leadership, government entities, consultants, contractors, and service providers. · Facilitate workshops, steering committees, governance meetings, and executive reviews. · Manage complex stakeholder environments and competing priorities. About you · 8+ years of experience (our PMO Framework experience requirements) in program management, project management, or strategic delivery roles.
· Demonstrated experience leading large, complex, multi-stakeholder programs. · Strong background in integration management, interface management, and governance. · Proven ability to operate independently and lead senior stakeholders. · Experience working in client-side organizations, PMOs, major development programs, or government environments. · Strong commercial, contractual, and risk management awareness. · Excellent communication, presentation, and leadership skills. Preferred · Arabic speaker.
· Experience within Saudi Arabia and/or large public-sector transformation programs. · Experience supporting organizational transitions, relocations, operational readiness, or mobilization programs. · PMP, PgMP, MSP, PRINCE2, or equivalent program management certification. · Experience working with executive leadership and C-suite stakeholders.
