Job Description

We are currently looking for a QHSE Manager to leads and manage all Quality, Health, Safety and Environmental (QHSE) matters on the Water Pipeline project, ensuring contractors and project teams deliver the works safely, in compliance with statutory, client and contractual requirements, and to the required quality standards, while protecting people, assets and the environment.

What You'll Be Doin g •Develops, implements and maintains the project QHSE Management Plan, procedures and governance framework, aligned to ISO 9001, ISO 14001 and ISO 45001 and to client and regulatory requirements. •Reviews and approves contractor QHSE plans, Inspection and Test Plans (ITPs), method statements, risk assessments and environmental management plans prior to works commencing.

•Provides QHSE oversight of high-risk pipeline activities, including deep excavations, trenching, lifting operations, pipe stringing and welding, hydrotesting, confined space entry, crossings and tie-ins to live infrastructure. •Leads site inspections, audits and surveillance of contractors, verifying compliance with QHSE requirements and driving the timely close-out of non-conformances (NCRs) and corrective actions.

•Oversees quality assurance and control of pipeline materials and works, including material inspections, welding and coating quality, NDT, pressure testing and as-built verification. •Leads incident reporting, investigation and root cause analysis, ensuring lessons learned are shared and preventive actions are implemented across the project. •Manages environmental compliance, including permits, waste management, dust and noise control, dewatering, ecological and archaeological protection, and site reinstatement.

•Drives road safety, fatigue management and journey management across the long linear worksite, including traffic management at road crossings and haul routes. •Monitors, analyses and reports QHSE performance (leading and lagging KPIs) to the Project Director and senior management, with clear recommendations for improvement. •Promotes a strong safety and quality culture through leadership engagement, campaigns, toolbox talks, inductions and recognition initiatives.

•Ensures emergency response, medical and evacuation arrangements are in place and tested across remote pipeline locations. •Supports testing, commissioning and handover, ensuring QHSE and quality documentation is complete and accepted for project close-out Knowledge, Skills and Experience What Required Skills You'll Brin g ·Minimum 15 years of experience in QHSE management on major infrastructure projects, including significant experience on water, oil and gas or other large-diameter pipeline projects.

·Proven experience leading QHSE teams and managing multiple contractors on large, remote or linear construction worksites. ·Strong knowledge of ISO 9001, ISO 14001 and ISO 45001 management systems, and of KSA regulatory, environmental and client QHSE requirements. ·Sound understanding of pipeline construction methods and QA/QC requirements, including welding, coating, NDT, hydrotesting and commissioning.

Bachelor’s degree in Engineering, Occupational Health and Safety, Environmental Science or a related discipline. ·NEBOSH International Diploma in Occupational Health and Safety (or equivalent). ·ISO 9001 / 14001 / 45001 Lead Auditor certification. ·Chartered membership of IOSH, CQI or IEMA (or equivalent) is highly desirable. What Desired Skills You'll Bring ·Experience in incident investigation and root cause analysis (e.g., ICAM, TapRooT), audits and risk management.

·Excellent leadership, communication and stakeholder management skills, with the ability to influence contractors and senior management. ·Strong reporting and analytical skills, with experience in QHSE data management and performance reporting. ·Experience on giga-projects or major programmes in the GCC/Middle East is highly desirable.
