As MEP Commissioning Manager, you will lead the delivery and business development of Applus+ MEP testing and commissioning services across Saudi Arabia. The role combines technical leadership in commissioning management, HVAC testing, technical due diligence and condition assessment with responsibility for identifying opportunities, securing contracts and developing profitable client relationships.

Working with Building & Inspection Department Management, you will develop the service offering and delivery team, manage projects from commissioning planning and system readiness through start-up, functional and integrated testing to final handover, and contribute directly to agreed sales, revenue and profitability targets.

Requirements

  • Bachelor’s degree in Mechanical or Electrical Engineering, or a related engineering discipline.
  • Demonstrated experience managing MEP testing and commissioning, HVAC TAB, technical due diligence and condition assessment assignments.
  • Proven ability to develop business, build client relationships, prepare competitive proposals and convert opportunities into awarded contracts.
  • Strong understanding of commissioning documentation, MEP system interfaces, project delivery, costing and commercial risk.
  • Effective leadership, communication, presentation and negotiation skills, with the ability to work independently and travel across Saudi Arabia.

Responsibilities

  • Lead business development and project operations for MEP testing and commissioning, technical due diligence and condition assessment services across Saudi Arabia, with responsibility for service line P&L and agreed revenue and profitability targets.
  • Develop and implement the Department’s business development and origination strategy, identifying opportunities through market research, networking and engagement with developers, asset owners, consultants, contractors and facility operators.
  • Build and maintain client relationships, organise meetings, follow up commercial opportunities and travel across KSA to secure new contracts and develop repeat business.
  • Maintain a qualified opportunity pipeline, track tenders and proposals, and report sales forecasts and progress against agreed targets.
  • Lead RFP and RFQ reviews, client meetings and site assessments to define scope, deliverables, resources, programme, assumptions and exclusions.
  • Prepare and present technical and commercial proposals, ensuring pricing, margins, quotations and approvals are coordinated with Department Management and the relevant business line heads.
  • Lead proposal follow-up, tender clarifications and commercial negotiations within delegated authority, coordinating contract finalisation and the transition from award to project mobilisation.
  • Oversee project operations across KSA, including mobilisation, team deployment, resource allocation and coordination of ongoing assignments, ensuring timely delivery, technical quality, profitability and client satisfaction.
  • Manage the complete MEP commissioning process, from commissioning planning and readiness reviews through start-up coordination, functional performance testing, integrated systems testing and final handover.
  • Review commissioning specifications, method statements, test procedures, schedules and records for compliance with project requirements and applicable standards.
  • Lead and coordinate MEP technical due diligence and condition assessments, providing clear findings, technical opinions and practical recommendations.
  • Manage project interfaces with clients, consultants, contractors, vendors and specialist subcontractors; monitor site activities, resolve technical issues and track deficiencies through corrective action and retesting.
  • Conduct site visits and undertake technical assignments as required, verify testing records, and ensure the completeness and quality of commissioning reports and handover documentation.
  • Manage project budgets, schedules, deadlines and client expectations; monitor costs, margins, variations and invoicing, and support payment follow-up with commercial and finance teams.
  • Build and develop the local delivery team, training engineers in company procedures, applicable industry practices and safe working methods.
  • Screen, assess and select specialist subcontractors, coordinate their engagement and monitor their technical performance, quality and delivery commitments.
  • Improve commissioning methodologies and internal procedures, coordinating with Department senior managers on technical approaches, resources and industry requirements.
