Technical Engineering Manager

We are seeking a highly experienced Technical Project Engineering Manager to join our team in Saudi Arabia and lead the engineering and technical coordination activities for a major high-rise mixed-use development.

The ideal candidate must have extensive experience in the engineering delivery of high-rise towers, mixed-use developments, luxury residential buildings, and five-star hotels.

Key Responsibilities

• Lead and manage the project’s technical and engineering team across all disciplines.
• Manage multidisciplinary coordination between structural, architectural, MEP, façade, interior fit-out, infrastructure, and specialist systems.
• Review and coordinate IFC drawings, design packages, BIM models, shop drawings, technical calculations, method statements, and construction details.
• Identify and resolve design discrepancies, clashes, constructability issues, and technical interfaces before execution.
• Manage the preparation, submission, review, and approval of shop drawings and technical submittals.
• Oversee material submittals, technical material specifications, material approvals, samples, mock-ups, and compliance documentation.
• Develop and monitor the Material Submittal and Procurement Tracking Schedule to ensure materials are approved and delivered in accordance with the project programme.
• Maintain and monitor the Engineering E1 Log for drawings and technical submissions and the Material E2 Log for material approvals and procurement status.
• Monitor engineering KPIs, submission schedules, approval cycles, response times, overdue items, and technical team productivity.
• Coordinate closely with the client, consultant, designers, subcontractors, suppliers, procurement team, construction team, and project management team.
• Ensure compliance with Saudi Building Code requirements, municipality regulations, Civil Defense requirements, fire and life safety requirements, and relevant authority standards.
• Manage FLS coordination, including fire alarm, firefighting, smoke management, emergency systems, evacuation requirements, and authority approvals.
• Lead BIM-based coordination, clash detection, model reviews, combined services drawings, builders’ work drawings, and coordination workshops.
• Support value engineering, design optimization, alternative material proposals, and cost-effective technical solutions without compromising quality or performance.
• Provide technical support to site teams and ensure that approved drawings, materials, and specifications are properly implemented.
• Prepare technical reports, engineering dashboards, recovery plans, look-ahead schedules, and presentations for senior management.
• Allocate responsibilities, monitor performance, and manage the technical staff reporting directly to the position.

Required Qualifications and Experience

• Bachelor’s degree in Civil Engineering, Architectural Engineering, Mechanical Engineering, Electrical Engineering, or a related discipline.
• Minimum 15–20 years of relevant experience, including substantial experience in a similar managerial position.
• Proven experience in high-rise towers, mixed-use developments, five-star hotels, luxury residential buildings, and complex multidisciplinary projects.
• Strong knowledge of structural, architectural, MEP, façade, interior fit-out, and infrastructure coordination.
• Strong knowledge of Saudi Arabian regulations, Saudi Building Code, municipality requirements, Civil Defense regulations, and fire and life safety standards.
• Extensive experience in material approvals, technical specifications, compliance statements, material tracking, samples, and mock-up approvals.
• Advanced knowledge of BIM coordination processes, shop drawing production, clash detection, and multidisciplinary model management.
• Strong experience in managing engineering logs, including E1 shop drawing logs, E2 material logs, RFIs, design change logs, and authority approval trackers.
• Demonstrated ability to manage technical teams, establish KPIs, monitor performance, and deliver engineering packages in line with project milestones.
• Excellent leadership, communication, coordination, problem-solving, and decision-making skills.
• Proficiency in AutoCAD, Revit, Navisworks, BIM platforms, document control systems, Microsoft Office, and engineering reporting tools.
• Previous experience working in Saudi Arabia is essential.
• Professional English communication skills are required; Arabic language capability is an advantage.
