Job Description

We are seeking an experienced Technical Delivery Manager to take a key leadership role within a high-profile Defence programme. You will provide coherent delivery leadership across a portfolio of interdependent digital and data workstreams, ensuring that individual projects combine to deliver well-designed, usable and sustainable outcomes for the client.

Operating across project, programme and portfolio levels, you will work closely with senior Ministry of Defence stakeholders, delivery partners and multidisciplinary teams. You will shape priorities, translate complex business requirements into deliverable digital, data and reporting solutions, and lead the governance, implementation, adoption and continuous improvement needed to realise programme benefits.

This role requires a politically astute and resilient leader who combines a deep understanding of Defence with practical experience of digital transformation, software delivery enabled change. You will create clarity across a complex stakeholder landscape, maintain delivery momentum and support teams to perform at their best.

Key Responsibilities

  • Provide delivery leadership across multiple projects and workstreams, maintaining a coherent view of scope, priorities, dependencies, resources and outcomes at project, programme and portfolio levels.
  • Guide the coordination the identification, capture, validation and prioritisation of business and user requirements across multiple parts of the Ministry of Defence.
  • Translate complex business needs into clear, deliverable digital, data and reporting solutions, working with architects, analysts, engineers, product specialists and change professionals.
  • Lead the planning and delivery of digital transformation, software development, implementation and change adoption activities from discovery through to operational use.
  • Establish delivery roadmaps, measurable outcomes, benefits, performance measures and success criteria, ensuring progress and value can be evidenced.
  • Drive exploitation, user adoption and continuous improvement so that delivered capabilities are embedded, used effectively and sustained beyond initial implementation.
  • Build trusted relationships with senior stakeholders across MOD Department of State, Military Strategic Headquarters and Military Commands, enabling organisations and delivery partners, creating alignment where priorities or perspectives differ.
  • Provide clear, evidence-based advice to senior decision-makers, communicating complex delivery issues, trade-offs, risks and recommendations in an accessible way.
  • Lead programme governance and programmatic change, ensuring decisions, actions, risks, issues, assumptions and dependencies are owned, managed and escalated appropriately.
  • Coordinate with wider programme leadership and external delivery partners to integrate plans, resolve delivery constraints and maintain focus on shared outcomes.
  • Promote effective data governance, information management, quality, traceability and security across programme data and reporting products.
  • Provide servant leadership to the multidisciplinary team, removing blockers, setting clear direction and creating the conditions for effective collaboration and accountable delivery.
  • Coach, mentor and advise colleagues, sharing delivery knowledge and supporting the development of a strong, sustainable Digital Delivery capability.
  • Support client relationship development, identify opportunities to improve or extend delivery, and contribute to proposals, mobilisation and capability growth where appropriate.

Please note: This role will require regular attendance at client sites in London and travel to other Defence locations when required.

Essential

  • Demonstrable experience leading complex digital transformation delivery across multiple interdependent projects or workstreams.
  • Experience operating effectively across project, programme and portfolio levels, bringing together delivery plans, dependencies and solutions into a coherent whole.
  • Strong understanding of digital transformation, software development and implementation, service transition, user adoption enabled business change.
  • Substantial experience within Defence, ideally at Joint, Tri-Service or MOD Head Office level, or within a Defence prime organisation delivering into comparable environments.
  • Proven ability to engage, influence and advise senior stakeholders within politically sensitive and organisationally complex settings.
  • Experience eliciting, prioritising and translating complex business requirements into digital, data, reporting or analytical solutions.
  • Experience defining and managing benefits, measures, metrics and performance reporting to support decision-making and benefits realisation.
  • Experience establishing proportionate governance and managing delivery risks, issues, assumptions, dependencies and change control.
  • Practical experience of data governance, including data ownership, quality, lineage, access, security and appropriate use.
  • Experience leading multidisciplinary teams and working constructively with multiple suppliers or delivery partners towards shared programme outcomes.
  • Excellent written and verbal communication skills, with the ability to create clarity from complexity and tailor messages for technical and non-technical audiences.
  • A collaborative, hardworking and accountable leadership style, with evidence of coaching, mentoring and developing others.
  • Experience of Agile, product-led or hybrid delivery approaches in complex regulated environments.

Desirable

  • Experience working within the digital delivery capability of the Ministry of Defence.
  • Knowledge of Defence Head Office structures, governance, decision-making and operating context.
  • Experience delivering data-led decision support, reporting or analytical capabilities within secure environments.
  • Experience with Palantir Foundry, Palantir AIP or related Palantir products.
  • Commercial awareness gained through consulting, client delivery, supplier management or outcome-based delivery.

Security Requirements

Applicants must hold UK Security Clearance. The successful candidate must be able to work within the security and site-access requirements of the client programme.
