Under this task order, the contractors will work directly with the DRL/ONR office, U.S. Department of State (DOS) to support DRL/ONR’s mission to coordinate and implement bureau policy on transnational repression (TNR)..

This position will include monitoring unclassified and classified information sources, undertaking research, drafting documents, entering data into relevant unclassified and classified computer systems, drafting written communications, and advising, briefing, and otherwise supporting relevant interlocutors within the State Department, the U.S. government interagency, intergovernmental organizations and civil society organizations.

The contractor will work on a team consisting of civil service, foreign service, and contractor personnel.

This one (1) position is required to conduct research, technical analysis, and written materials regarding global trends of TNR and support policies to counter and prevent TNR threats that undermine U.S. sovereignty and the rights and safety of persons in the United States.

Duties

  • Support the Department of State’s DRL/ONR office in leading efforts alongside interagency partners, intergovernmental organizations, non-governmental organizations, and civil society interlocutors to counter and deter TNR.
  • Engage with international counterparts via bilateral or multilateral engagements, including the U.S.-led G7 Rapid Response Mechanism Working Group on TNR and FVEYs channels, to raise awareness of TNR threats, to advance U.S. TNR priorities, and coordinate on information sharing and joint responses.
  • Conduct open source, sensitive, and classified research (including top secret intelligence reports) on cases of suspected TNR through collaboration with relevant geographic bureaus, regional desks, embassies abroad, the intelligence community, and relevant law enforcement agencies to shape interagency course of action development.
  • Coordinate findings with the Office of the Legal Advisor, Bureau of Consular Affairs, Bureau of Counterterrorism, Bureau of Intelligence and Research, Bureau of International Narcotics and Law Enforcement, Department of Justice, Department of Homeland Security, and others by preparing reports, analyses, and briefing materials to inform policy determinations.
  • Monitor and analyze global events that pose a heightened risk of transnational repression, particularly including the abuse of international law enforcement communications and other international cooperation mechanisms, for human rights defenders, civil society activists, journalists, and political critics and dissidents.
  • Develop timely, persuasive materials to further U.S. policies on transnational repression, including briefing memos, BCLs, IMAs, policy papers, Congressional correspondence, and other materials as assigned.
