SUMMARY

Support the ongoing development of new features, testing, documentation and service of existing functionality for Reachback Engineer Data integration (REDi) and other applications critical to the USACE Reachback Operations Center (UROC) mission. Develop, review, analyze, modify systems and services to include installation, encoding, testing and debugging to support organizational systems. Consult users to identify current operating procedures to clarify program objectives.

Provide analysis and problem resolution for ESRI ArcGIS Enterprise and Geospatial requirements for the UROC mission.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Respond to Reachback Engineer Data integration (REDi) website geospatial portal update requests.
  • Design, implement and manage ESRI ArcGIS Enterprise environments and data throughout each network domain.
  • Maintain documentation for all applicable hardware, software and data related to UROC applications.
  • Create new ArcGIS Feature, Map and Imagery Services and document processes needed for publishing these services within an ESRI ArcGIS Enterprise utilizing current infrastructure resources.
  • Install, configure, and maintain ESRI ArcGIS Enterprise infrastructure, MS SQL databases and hardware.
  • Process, automate, extract, translate both structured and unstructured data and other GIS related files, imagery, and elevation for the ArcGIS Enterprise.
  • Provide technical assistance for ArcGIS Enterprise administration of servers and server clusters to include MS SQL database servers, IIS web servers, MS Active Directory servers and other infrastructure support application servers.
  • Maintain regular and punctual attendance.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in an applicable discipline. In lieu of degree, relevant work experience may be substituted on a year-for-year basis.
  • Minimum of five (5) years professional engineering and scientific experience in design, development, documentation and operation of computer systems, software and databases employing specialized database development tools for application to ERDC systems.
  • Design, develop, and maintain robust web applications utilizing modern frontend and backend technologies including JavaScript and C#.
  • Develop and maintain OData services, REST APIs, web services, and other data-driven endpoints to support reporting, ETL operations, and system integrations and interoperability
  • Develop, configure, and support SharePoint-based business applications, including custom forms, lists, libraries, permissions, workflows, and enterprise content solutions.
  • Create and maintain SQL Server stored procedures, views, functions, queries, and reporting datasets to support forms, workflows, dashboards, and business applications.
  • Develop automated reporting and document-generation solutions using enterprise data sources, including PDF, Excel, and Word-based outputs.
  • Develop and maintain interactive spatial data visualizations utilizing ESRI’s ArcPro and Geospatial Dashboards.
  • Configure, deploy, and analyze field data collections using ESRI Survey123.
  • Conduct comprehensive customer training sessions, technical demonstrations, and create user documentation to facilitate seamless system adoption.
  • Proven experience working within an Agile project development framework (Scrum/Kanban), actively participating in sprints, stand-ups, and retrospectives.
  • Build and optimize continuous integration and continuous delivery (CI/CD) pipelines using Azure DevOps to automate software delivery.
  • Experience with developing within a scalable cloud infrastructure in the Microsoft Azure environment.
  • Troubleshoot and support enterprise application deployments, migrations, upgrades, service configurations, authentication, permissions, and production system issues.
  • Must have or be able to obtain CompTIA Security Plus certification.
  • Must have or be able to obtain a valid Secret security clearance (generally, U.S. citizenship required).
  • Must obtain and maintain any necessary security access and/or background checks.

DESIRED QUALIFICATIONS & SKILLS

  • Familiar with a variety of the concepts, practices, and procedures within a project's technical field.
  • Knowledge of current modeling and simulation principles, techniques, processes, regulations, and policies.
  • Knowledge of software acquisition management, software development methodologies and software engineering processes.
  • Expertise in applying current and evolving engineering technologies.
  • Ability to provide technical advice on the conceptual design of simulators, training, and instrumentation systems required to support complex equipment or systems.
  • Ability to execute complex, multi-faceted projects within established financial and time constraints.
  • Working knowledge of all phases of computer system design and computer software acquisition management.
  • Working knowledge of telecommunications and networking standards, architectures, protocols and systems as it applies to training devices, simulation, simulators and instrumentation.
  • Comprehensive knowledge of software architecture and object modeling, domain engineering and software engineering processes as it applies to training/testing devices, simulations, simulators and instrumentation.
  • Comprehensive knowledge in software quality assurance and SCM as applied to the software life cycle development process.
  • Ability to understand user requirements, develop effective solutions, solve end user's needs.
  • Excellent communication and interpersonal skills.
  • Strong organizational skills and detail oriented.
  • Ability to prioritize multiple tasks successfully.
  • Demonstrates accuracy and thoroughness; monitors own work to ensure quality.
  • Proven ability to exercise mature judgment — specifically in recognizing and respecting the confidential nature of corporate and personnel matters.

WORK SCHEDULE

Full-time. May be required to work additional hours as needed to complete assignment or project.

TRAVEL

The expected travel time is less than 10%.

DRIVING REQUIREMENT

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile

insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 10%.

WORK ENVIRONMENT

Work is performed in a professional office setting and laboratory testing environment, including the normal office equipment (computer, fax machines, copier), laboratory equipment, and with a wide variety of people in differing functions, personalities and abilities.

PHYSICAL DEMANDS

Position consists of sitting for long periods of time, using hands/fingers, handling, reaching with hands and arms, talking, hearing and seeing up close, at a distance, along the periphery, with depth perception and the ability to focus; occasional walking or standing, bending, kneeling, stooping, crouching, and lifting boxes weighing up to 30 pounds. Moderate to extended periods of office work with heavy periods of computer usage.

May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities.
