The Senior Manager, Strategy & Engagement will develop and execute strategies that align CLEAR’s business priorities with the missions, requirements, and emerging opportunities across the U.S. Department of Homeland Security (DHS), Transportation Security Administration (TSA), and other government and aviation partners.
You’ll operate at the intersection of government, regulation, operations, and technology—turning complex requirements and stakeholder priorities into actionable strategies that strengthen CLEAR’s operations and enable responsible growth.
What you'll do
- Develop and execute strategies that align CLEAR’s business priorities with DHS, TSA, CBP, and other government and aviation partner priorities, identifying opportunities across aviation security, identity, traveler processing, and adjacent markets
- Build and maintain trusted relationships with TSA and other government stakeholders, anticipating operational and policy needs and advancing priorities that strengthen CLEAR’s partnerships and support long-term growth
- Translate regulatory, policy, operational, and political developments into clear recommendations, decision points, and action plans for senior CLEAR leaders
- Partner across Corporate Affairs, Operations, Legal, Compliance, Product, Engineering, and Commercial teams to develop compliant pathways for new products, services, operating models, and strategic opportunities
- Prepare executives and subject matter experts for high-impact government engagements through clear objectives, briefing materials, stakeholder strategies, key messages, and follow-through
- Lead complex, cross-functional initiatives by establishing clear ownership, timelines, decision-making processes, and accountability while navigating ambiguity, competing priorities, and time-sensitive issues
- Support regulatory and compliance priorities, including executive reporting, regulatory submissions, audits, inspections, and other high-priority government requests requiring cross-functional coordination
How you'll measure success
- Strength and effectiveness of CLEAR’s relationships and strategic alignment with TSA, DHS, and other priority government and aviation stakeholders
- Advancement of strategic opportunities through clear, practical, and compliant regulatory and operational pathways
- Timely identification and resolution of policy, regulatory, and operational risks that could impact CLEAR’s business or growth priorities
- Effective execution of cross-functional government initiatives, including clear ownership, timely decision-making, and delivery against agreed-upon outcomes
- Accuracy, timeliness, and quality of regulatory submissions, executive materials, and other government-facing deliverables
What you're great at
- 5+ years of experience across government, government affairs, public policy, regulatory affairs, homeland security, aviation security, or a related field, with significant experience working with DHS and/or TSA; direct TSA experience is strongly preferred
- Deep expertise in aviation security, airport operations, and the relationship between federal requirements and airport-level execution, with the political judgment to navigate complex government environments
- Building trusted relationships with senior government officials and other executive stakeholders while representing an organization with credibility, discretion, and sound judgment
- Translating complex policy, regulatory, operational, and technical issues into practical strategies and concise executive-level recommendations that drive action
- Leading through influence across multidisciplinary teams, operating effectively through ambiguity and pressure, and driving complex initiatives from strategy through execution; experience with biometrics, digital identity, traveler processing, regulated technology, or public-private partnerships is a plus
- Willingness and ability to travel to airports, government offices, CLEAR locations, and partner meetings as needed

The base salary range for this role is $145,000 - $175,000, depending on levels of skills and experience.
The base salary range represents the low and high end of CLEAR’s salary range for this position. Salaries will vary depending on various factors which include, but are not limited to location, education, skills, experience and performance. The range listed is just one component of CLEAR’s total compensation package for employees and other rewards may include annual bonuses, commission, Restricted Stock Units.
