The Office of Policy Planning and Resource in the Bureau of Public Diplomacy and Public Affairs (R/PPR) has a requirement for full-time support services for its Talent Management (TM) team from one (1) Senior Advisor.

The Senior Advisor shall provide support services to R/PPR/TM by studying and analyzing the needs of the public diplomacy (PD) workforce, and developing and implementing policy and programming to develop human capital for PD efforts, and liaising with human resources officials, public affairs officers, and senior leadership at the Department of State on behalf of R/PPR and larger PD community.

Duties

  • Conduct continuous organizational assessments of Public Diplomacy (PD) sections at overseas posts, in collaboration with R/PPR field support coaches and post leadership. Provide actionable recommendations on organizational design, staffing, and processes, and support implementation of strategies that advance U.S. foreign policy goals, achieve post mission objectives, and facilitate effective change management.
  • Coordinate R/PPR working groups, frequently serving as lead, to assess PD section staffing levels, skill sets, and operational capacity to develop cohesive organizational structures that enable posts to accomplish mission objectives efficiently and effectively.
  • Monitor and evaluate the implementation of post Public Diplomacy Staffing Initiatives (PDSI), to measure the effectiveness of organizational changes. Recommend adjustments, as needed, in coordination with R offices, R family bureaus, regional public diplomacy offices, Public Affairs Officers, and Public Diplomacy Section Chiefs.
  • Supports analysis, implementation, and refinement of a Bureau Strategic Plan, the PD Strategic Plan, and related strategic planning frameworks and policies.
  • Serve as R/PPR subject matter expert on HR policies pertaining to updates to PD position descriptions, including reclassifications and recertifications of PD Foreign Service and Civil Service positions.
  • Perform comprehensive analyses of personnel actions and oversee implementation for R/PPR and/or Department PD practitioners.
  • Provide expert advisory services to PD senior leadership on complex human resource issues, including workforce planning, organizational restructuring, and policy interpretation.
  • Partner with Department human resource points of contacts to manage job analysis, job evaluations, and policy formulation.
  • Work with teams to align existing strategic planning tools and directives and policies on Public
  • Diplomacy strategic planning.
  • Draft and/or coordinate memoranda, planning documents, and briefing papers pertaining to strategic initiatives.
  • Works with R/PPR colleagues to support integration, modernization, and effective use of PD strategic planning tools.

Requirements

  • A minimum of ten (10) years of experience in the field of public diplomacy and working with U.S. foreign affairs agencies and/or international organizations is required.
  • Experience working with teams to use strategic planning tools, methods and procedures, including those mandated by the U.S. Department of State and Office of Management and budget.
  • Experience leading organizational development and organizational design initiatives, including restructuring or change efforts, particularly in public diplomacy sections; experience facilitating change management in public diplomacy or educational environments.
  • Experience using AI tools and technology to make data-driven recommendations and/or decisions.
  • Knowledge of, and experience working with, Public Diplomacy programs, practices and theory in overseas environments.
  • Experience working with Locally Employed Staff and Foreign Service Officers at U.S. embassies.
  • Experience working with Human Resource Officers at U.S. embassies and domestic offices.
  • Familiarity with State Department human resource policies, structures, regulations and processes, particularly as those apply to Locally Employed Staff.
  • Experience in formulating and writing memoranda, planning documents, and briefing material pertaining to PD.
  • Demonstrable knowledge of the principles and methods of public diplomacy performance measurement tools.
  • Familiarity with principles and practices of knowledge management.
  • Familiarity with formulating, writing, and implementing reporting mechanisms, policies, processes, and procedures.
  • Familiarity with FAM/FAH policies and compliance with OMB guidance.
  • Strong critical and creative thinking and analytical skill
  • Strong written and oral communication skills.
  • Strong ability to work in a flexible, team-oriented environment.
  • Interpersonal skill to guide/coach operational leaders who may be in senior positions.
  • Extensive knowledge of skills development and capacity-building strategies.
  • A Bachelor’s Degree or higher; with a Master’s Degree or other advanced degree preferred.
  • Ability to maintain a SECRET security clearance.

Salary Compensation: $140,000-$150,000/year
