federal customers with national security, human services, foreign affairs, and emergency response-focused portfolios by managing bespoke professional training programs, delivering effective capacity building solutions, and providing highly specialized technical assistance and analysis expertise to decision makers.
McColm’s Justice and Resilience Practice supports clients working to strengthen services for survivors of crime. We are building a pool of experienced professionals to staff anticipated projects that strengthen organizations serving crime survivors nationwide.
These projects support advocates, service providers, and allied professionals, including community-based, tribal, state, and local organizations and criminal justice agencies, through customized training, expert consultation, curriculum and online course development, organizational capacity building, and rapid-response support after incidents of mass violence.
We are seeking candidates at all career levels, from senior program leaders to specialists and on-call consultants.

In your application, please indicate the type(s) of role you are interested in, your areas of expertise, and whether you are seeking full-time, part-time, or consulting work.
Duties vary by project and role. Depending on the engagement, they may include:
Project leadership
- Lead project delivery and serve as the primary point of contact for clients
- Supervise staff and manage pools of subject matter expert consultants
- Oversee quality, timeliness, budgets, and reporting
- Lead strategic planning and rapid-response support following incidents of mass violence
Project coordination and operations
- Manage budgets and financial tracking across multiple funding streams
- Manage consultant logistics, including agreements, fees, travel, and reimbursements
- Maintain request tracking systems and consultant records, and respond to data requests
Training and capacity building
- Respond to requests for assistance from organizations in the field and scope their needs
- Deliver in-person and virtual training, coaching, and in-depth consultation
- Conduct needs assessments and provide implementation guidance
Curriculum and online learning
- Develop or adapt curricula, training guides, and publications using adult learning principles
- Build and maintain online courses on learning management platforms
Subject Matter Expert consultants
- Deliver training and expert consultation in your area of expertise
- Review, develop, or adapt training materials and resources
- Deploy on short notice to support communities after incidents of mass violence (for consultants with crisis response experience)
Areas of expertise
We are interested in professionals with demonstrated expertise in one or more of the following:
- Domestic violence, dating violence, and stalking
- Sexual assault
- Child abuse, youth victimization, and children exposed to violence
- Elder abuse, exploitation, and fraud
- Community violence and gun violence
- Homicide and support for survivors of homicide victims
- Human trafficking (labor and sex)
- Mass violence and terrorism response, and continuity of operations for victim assistance programs
- Identity theft, fraud, and financial crimes
- Burglary, robbery, and assault
- Victims’ rights and victim assistance program management
- Organizational development, leadership, and strategic planning for survivor-serving agencies
- Curriculum design, adult learning, and online course development
- Needs assessment and program evaluation
- Budget oversight and financial management of multiple funding streams
Experience and skills
- Bachelor’s degree in any field; a graduate degree is preferred for senior roles
- Leadership roles typically call for 10 or more years of experience in victim services and victims’ rights, including 5 or more years managing staff and training or capacity-building programs at a regional or national level
- Coordination and operations roles typically call for 5 or more years of budget oversight and financial management experience
- Demonstrated ability to deliver engaging training to professional audiences, both in person and virtually
- Experience with trauma-informed, victim-centered approaches
- Crisis response experience and the ability to work outside normal business hours on short notice are highly desirable for some roles
Eligibility and availability
- U.S. citizen or otherwise authorized to work in the United States; fluent in written and spoken English
- Willing and able to travel within the United States
- Prior experience supporting U.S. Government clients is highly desirable

Compensation is offered according to job requirements, market dynamics, and experience/skills of the successful candidate. Full-time employees are eligible for [McColm benefits package]. Contract and consultant roles are not eligible for benefits.
