BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
The Construction Manager provides on-site construction management and contract-administration support for complex Navy and Department of Defense facility projects. The role monitors cost, schedule, quality, safety, and scope throughout planning, construction, and closeout. This is a full-time, primarily on-site position located in Vicenza, Italy; Sigonella, Sicily, Italy; Rota, Spain; or Souda Bay, Greece. The selected candidate will be employed locally through a third-party employer of record.
Job Duties & Responsibilities
- Monitor contractor performance, project schedules, cost, quality, safety, and compliance with contract requirements
- Review quality control plans, accident prevention plans, submittals, requests for information, schedules, invoices, and construction documentation
- Conduct site investigations, constructability reviews, preconstruction meetings, progress meetings, and partnering sessions
- Evaluate technical issues, modifications, change requests, claims, disputes, scopes of work, and independent government estimates
- Coordinate with government personnel, designers, contractors, facility users, and installation stakeholders
- Verify progress, as-built drawings, operations and maintenance information, training, testing, commissioning, punch-list completion, and final acceptance
- Maintain complete project records and prepare quality assurance and status reports
Key Qualifications
- Legal Work Authorization: Must already have the legal right to work in the country of the assigned duty station; U.S. visa or SOFA-status sponsorship is not available
- Demonstrated knowledge of multidisciplinary vertical and horizontal construction, contract drawings and specifications, quality control, safety, cost control, and schedule analysis
- Proficiency with critical-path scheduling tools such as Primavera and Microsoft Office
- Professional English proficiency; CEFR B2 or higher is required, with C1 preferred
- Knowledge of EM 385-1-1, applicable occupational safety standards, and host-nation construction requirements
- Current Construction Quality Management certification or ability to complete the required CQM training within 90 days of assignment
- Ability to complete the required 40-hour EM 385-1-1 safety course within 90 days of assignment if not already current
- PE, RA, CCM, PMP, or CFM credential
- Previous NAVFAC or other U.S. federal construction experience
- Employment Arrangement: Employment, payroll, tax withholding, social-insurance contributions, and locally required benefits will be administered through a third-party employer of record
Education
- Bachelor’s degree in engineering, construction management, construction science, or building construction; an EIT/FE credential, registered architect license, or recognized foreign professional engineering/architecture license may satisfy the professional requirement in place of the specified degree.
- At least five years of experience as a construction engineer/manager, project manager, project controls manager, superintendent, or contracting officer’s representative on Navy, DoD, host-nation, or comparably complex government construction programs.
